Can't run any programs from shortcuts or menus - shell extensions ?!

Oh oh... (XP Home) urgent problem I can't run any application programs
from menus or shortcuts.

I can still run _any_ program from the command prompt. But, neither
desktop shortcuts or my menus will launch a program. Nothing seems to
crash, they just don't execute the programs. This problem applies to
all users on this machine. There are a few things that still work - My
Computer, My Network, Control Panel, IE link shortcuts (but not IE).

I think I created this problem but running (one of) three things from
Kelly's Korner.

I went there because I could not access my start menu (grayed out) so
I ran the startmenuenable.reg fix. This one looks fairly tame. It
fixed the start menu. Then I ran mypicsdefault.reg which removes the
mypics default setting by removing the shell/image setting (I think).
Looks fairly clean too. Lastly, I ran "shownetconn.reg" which
supposedly allows the network connections box to show all possible
reconnect options (this one is not viewable as a text file so I am not
100% sure what settings it changes).

Somewhere along the way I lost the ability to launch anything via a
shortcut or a menu option. Creating new shortcuts does not help.

Help ?
