xp sees cd rom but not the data

Windows XP sees the cd rom device and says it is working properly. I have
the latest drivers. I've switched out the cd rom with another that was
working in another system and the same problem comes up. Windows just does
not see the cds. It keeps saying to 'please insert cd' when there is a cd
inserted. Also, the eject function doesn't seem to work either.
 
Try rt clicking MyComputer>select Properties>Hardware>Device
Manager>Dvd/Cdrom Drives. Rt click on your drive
and choose uninstall. Restart and let XP reinstall it.
