XP refuses to use one specific USB device

Can XP refuse to use one specific USB device (mouse) but allow a
different model? I currently have a laptop where it refuses to let an
APC USB Optical Travel Mouse move the pointers. However, when I use a
"generic" optical travel mouse, this generic mouse works, so it does
not seem to be a general XP problem.

I have tried to clear out all the USB, HID and mouse settings in hopes
of re-setting the USB controls for the APC mouse.

Is there something else I can try?

Uses the generic mouse and HID drivers that are "built-in" to XP. The
APC mouse was working fine before then now it does not move the
pointers. However, the buttons work.
