I've been reading up on proxy servers and one of their primary uses is
for internet connection sharing (ICS). It got me wondering--since XP has
built-in ICS, does XP employs a "personal" proxy server of sorts?

ICS isn't a proxy server. Proxy servers can be hard to use, because
they can require changing the network configuration of each program
that uses the Internet.

ICS uses NAT (Network Address Translation) to share the Internet.
That's the same technique that home broadband routers use. NAT
doesn't require any changes in the network configuration of programs
that use the Internet.
