XP problems, keeps restarting

The computer keeps restarting, it only goes as far as the xp logo then it
restarts, I have tried starting it in safe mode but it will not start that
way it just restarts.
I do not have a restore cd( I think that is what it is call) I misplaced it
Help

Sorry forgot tto mention that at somepoint the screen did state that a
program was not installed properly
