XP Pro hangs~CD,SafeMode do not work...

XP Pro OS would not load... it gets stuck at the splash screen (the blue bar
keeps going for so long then it just reboots itself then the same thing over
and over again).

It wouldn't load into Safe Mode either.

The hard drive light was on solid the whole time, not flashing.

XP CD would not load so no further repair or adjustment can be done... the
CD would start spinning but then stops, it wouldnt load.

Any suggestions on repairing?

Right at Power on/startup did you go into Bios/setup(F1, F2, Delete), to set
your CD/DVD Drive as 1st in the Boot Order.
Or F12 to go into Boot Menu, and do the same.

Then insert XP CD, reboot, and repair or reinstall.

What you describe could be a hardware problem as easily as it could a
software/OS one. One quick verification method would be to download one of
the Linux "Live" CD images and to try booting (not installing) it. This is
perfectly safe since they don't affect the existing OS. Of course what Mick
wrote it absolutely correct -- you have to have the CD drive first in the
boot sequence to boot anything from it.

Excellent advice from Mr. Murphy, but here is what I'd do first.
Boot to the Recovery Console and run Chkdsk with the /r switch.
