XP PRO - FREEZES while attempting restart

As of late, my system will now randomly freeze when I attempt a restart. It
doesn't even get to the reset phase - it simply freezes (mouse movement is
available) at the stage right after 'saving settings'. Other than this
problem, it is rock solid.

Nothing has changed on my system other than Windows updates in the past few
months. I am wondering if anyone else is having a similar issue. I can't
really say when it started because I only just noticed it myself. I've
tried uninstalling/disabling almost all of my tray applications to no avail.

Any help would be appreciated.

Please hold the general 'sounds like you have a hardware issue' responses
because I have already tried uninstalling & reinstalling drivers for all of
my hardware, especially the Audigy 2 and Radeon 9700. I know that a
complete wipe and reinstall will solve the issue, as it always does, but I
would rather not have to do that once again.
