XP Pop Up Balloons pop but don't show up

I hear the popping sound to let me know there should be a balloon popping up
from the taskbar, but the balloon doesn't show. How do I get them to display?

The pop-up problem is a known problem in most XP versions and
Microsoft has still not yet fix this. However, someone became fed up
and developed a possible fix:

However, these pop-ups have no sounds normally.

Up until about a month ago, whenever I heard the little pop, a balloon
appeared above the toolbar (for desktop cleanup wizard, embedded security,
and so on). Now I just hear pops, but the balloons don't show.
