Pop-up balloons in XP.

I tried to turn off those annoying little balloon pop-ups everywhere in
XP, but even after unselecting the "show pop-up description for folder and
desktop" in folder options, I still get the pop-ups. Is there something
else I'm suppose to do to get rid of them?
System: Acer 2450 laptop
Windows XP , Home Edition
Explorer 7

Read about kb307729 as you suggested. Went to regedit,
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced.
Created a REG_DWORD namedEnableBalloonTips, set value to 0, closed &
rebooted. No change. Went back in and set value to 1. No change.
Still stumped.
