Can I upgrade my desktop with an OEM version of XP Pro that came with my
notebook, or do I need to buy a separate license for my desktop?

You must purchase a license for each machine you run Windows XP on.
So yes you need to purchase a new copy of Windows XP and license since the
one that came with your laptop is an OEM one from the laptop vendor - you
will not be able to buy an additional license for this one so you need to
buy a new copy of Windows XP that will come with a new license and Product
Activation Key.

No. You need to purchase a "Retail Version" of Windows XP
in order to upgrade your desktop computer. An OEM version
does not perform an upgrade and its license is directly tied to
the very first computer it is installed and activated on.

No you can't. There are two kinds of issues here: technical and
licensing:

1. The technical issues: OEM versions of Windows XP can't do
upgrades at all.They do clean installations only. Moreover, your
OEM version may be BIOS-locked to the particular computer, and
even if not, is likely customized for it.

2. The licensing issue: the rule is one copy (or one license) for
each computer. There's nothing new here. This is exactly the
same rule that's been in effect on every version of Windows
starting with Windows 3.1. The only thing new with XP is that
there's now an enforcement mechanism.

If it were a retail version, you could buy a second license, but
that's not available for OEM versions. Even if were, it's
generally a poor deal, since Microsoft sells those second
licenses for only a small discount over the retail price, and
you'd almost certainly be better off buying a complete second
copy from a discount source.

Only funny to those familiar with the MS way of thinking.
To the innocent, it seems like a logical thing to do, the way putting
clothes on a cat seems logical (to the woe of both cat and child) to a young
child.

You really got an OEM MS CD OS with your notebook? Cool.

As far as I know, all Dells come with them. I don't know about
other brands of notebooks.
 
Please note that as of recently, any OEM CD keys, like Dells, will require
you to phone up Microsoft's Activations telephone line. Any Internet
activations are supposed to be blocked.
 
nope , if youre reinstalling on your dell with the oem cd that came with it
you don't even have to activate . i just did it so i could re-partition and
dual boot linux . dells come with real oem xp cd's that are bios locked .
