XP not shutting down.

I have Windows XP on several machines here, but 2 (home built computer and
an HP Laptop) of them will not shut down, they simply re-boot. I have to
manually shut them down during the 'reboot' to totally shut them off.
Any suggestions as to what's going on and how to fix this?
