XP shuts down but computer will not turn off

-- After being turned off my computer ( HP Pavillion a250n ) will shut down
but does not turn off. I have to hold the power button down for about 10
seconds to manually shut the computer off. I have kept XP up to date with all
the required downloads and use Norton internet security also routinely
updated. I have repeatedly scanned for virus and other stuff but apparently
me computer is clean.
