XP Not booting...fully

I downloaded an update recently and since then, XP does
not fully boot. All I have after turning on the computer
is the green XP wallpaper background. The taskmanager
bar with the start button does not appear, nor do any of
the desktop icons.

By using cont_alt_del I get the taskmanager window that
allows me to launch programs by locating the program. It
will not launch windows explorer or control panel.

I was told to uninstall the update, but I cannot get
control panel to work. I was told to reinstall XP, but
when I try, I get a message that says I will loose all my
files. I click "OK" and nothing happens.

Any suggestions? TIA

reboot the pc, select F8 and safemode command prompt.
