User accounts not working

XP pro, with all updates.

The owner of the machine wanted to change the password and in the
control panel..."user accounts" does not open.

All other items in the control panel work fine.


I tried everything here with no results

also tried copying nusmgr.cpl to windows\system32 from a machine
that's working OK
