"User Accounts" in Control Panel does not work

I've searched this group and the web a lot, and not found a solution to
the following problem.

I click on the "User Accounts" entry in the Control Panel, and nothing
happens. A very brief flicker of the hourglass, and that's it.

I've tried the solution at
http://support.microsoft.com/kb/919292/en-us, and two of the entries
(Regsvr32 /i mshtml.dll and Regsvr32 themeui.dll) generate errors:

-Regsvr32 /i mshtml.dll results in "mshtml.dll was loaded, but the
DllRegisterServer entry point was not found. This file can not be
registered"
-Regsvr32 themeui.dll results in "DllRegisterServer in themeui.dll
failed. Return code was: 0x80004005"

I did everything discussed in that article, still the "User Accounts"
does not work.

I can state with certainty that there are no viruses/spyware hiding
about. My most recent scans for both were less than an hour ago, and
the system is clean.

I do notice when I click "User Accounts" and have the Task Manager open
that "mshta.exe" starts up. But it does nothing.

I'm using Windows XP Home, Service Pack 2 (which I reinstalled in an
attempt to resolve the problem, but it did not work).

I have no idea when the problem started, I only noticed it today (I
wanted to create an account for a family member). Currently there is
only one account (mine) and the "Guest" account on this machine.

I tried in Safe Mode, too...same results/indications.

There is a bogus file on your system and in the search path since that
DLL *can* be registered. Try: Regsvr32 /i %windir%\System32\mshtml.dll
If this works, search for that file and post the directories where the
copies have been found.
-Regsvr32 themeui.dll results in "DllRegisterServer in themeui.dll
failed. Return code was: 0x80004005"

Use the "Dependency Walker" (part of the "Windows Support Tools" on
your WinXP CD) in order to find the cause. Or download from here:

Update...I found an even easier solution. I removed IE7 Beta. Forgot
I even installed it (wasn't impressed, will stick with Firefox).

Once I removed IE7, the problems evaporated.

Next time, it might be a good idea to mention that you've tampered your
system with unfinished BETA software, thanks.
