the left, I get a blank white window. I click on "user account types" I get
a blank white window. I click on "switching users" I get a blank white

Greg,

What you're clicking is supposed to launch a help file. So, run this
command as well:

regsvr32 itss

If not:

Use System Restore to Undo Changes if Problems Occur:

Thanks Ramesh. I've been dealing with this niggling issue for a long
time on one system. The regsvr32 itss did it.
