XP Networking Question

Can someone tell me how to bring up this window toolbox within Windows XP? I
know how to do it in 98 and ME, but I cannot remember how to do this in XP.
I know it is a typed command in the Run box, but that is all I remember.

Try start, run, type in cmd then type in ipconfig

Okay, now how do I reset the DHCP addresses from here? That is what I am
trying to do.
