XP Media Center won't boot

I have a laptop that suddenly wouldn't boot. A winlogon.exe message appears
sometime after the Windows logo appears, and the system then restarts.
The winlogon.exe message is "the application failed to start because
SHLWAPI.DLL was not found. ..."

In examining the Windows\system32 folder (with an external OS), I found that
several of the DLL
files were renamed. Well, not exactly renamed. They had been copied into the
same folder; then the original was removed.
The result was I found files such as,
shlwapi(2).dll, shlwapi(3).dll...
wininet(2).dll, wininet(3).dll...
browseui(2).dll, browseui(3).dll...
But the original DLL files were not there.
Anybody got a hint as to how this is happening? The person to whom this
laptop belongs would not be able to do this. She just is not that aware.
