XP(MCE) has lost built-in sound effects

All the sounds have quit playing; from the Open Windows to the Shut
Down and everything in between. I am not sure when this happened, but
I just noticed they were no longer playing.

I go to the Sounds and Audio Devices in Control Panel and open the
Sound Tab. The Default Scheme is selected. If I highlight an action
such as Empty Recycle Bin and click the little Play button the sound
plays okay. All the sounds play okay when highlighted and tested from
within the aplet.

But when I am back working in windows and I empty the Recycle Bin
nothing plays. None of the sounds play automatically as they should.

All the sound files are there in the Windows/Media directory, and I
can't find where any mute button has been clicked. All my programs
seem to have normal sound; Winamp plays mp3s & etc and Sound Recorder
records and plays back as it should.

Dell Dimension C521, 64 bit.

Any ideas?

Thanks, Elmo. The problem has gone away though I'm not sure just how.

I started going thru the Kellys Korner and when it came to messing
with the registry I stopped long enough to create a new restore point.
A bit later I decided to quit for a while and so I told the machine to
undo the changes that I had made.

As it started clicking away undoing the restore I suddenly realized
that I had not done a restore, and there I was undoing a restore that
I didn't do. But everything turned out great. The machine undid
'something' and when it rebooted all the missing sounds were there.

I'm happy. Hurrah for serendipity. :>)

(A few hours later)

Well, so much for serendipity. The sounds worked fine but my
newsgroup and mail were screwed up. When I undid the restore that was
not really restored the process changed my newsgroup provider and my
mail directions back to my old ISP. I changed from Cox to BellSouth
last week and the undo brought back the old Cox settings. To get
around that I did an additional restore from two days ago. That
brought back the correct ISP settings but killed the sounds again.

If I boot up in the "guest" account all works fine. Where are the
user settings kept? Are they accessible. There must be a disable
button clicked somewhere.
