XP license problem

I was looking at our event viewer and noticed an issue with our licensing. I
have an Event ID 213 with the following error:
Replication of license information failed because the license logging
service on server could not be contacted.

We have a DC in our office along with a BDC in another office connected
through a pont to point T1.

If I look under licensing, our purchase history is blank (even though it
should read 125). Also, if I attempt to manually add a new license I get
the following error:
You do not have the apporiate access privileges to complete this operation.

We are running 2003 enterprise edition with SP1 and I am logged in as the
system administrator

Any suggestions?

Repost here microsoft.public.windows.server.general it is for Windows
Server. This group is for XP.
