XP Install Error

Built new system. BIOS posts and everything seems fine.
Booted new licensed copy of XP from CD-ROM. Windows setup
began, but soon received error message that reads

"File setupdd.sys could not be loaded.

The error code is 4.

Setup cannot continue. Press any key to exit."

When a key is pressed, the system reboots back to BIOS
again. Same error code when try to install XP. Ideas?
