XP / IE / IP question

A user's home PC which connects to the Internet via a modem can access all
web sites except hotmail. He can accesss www.hotmail.com but after entering
the correct username / password he gets a page cannot be displayed error. He
connects to the Internet directly i.e. it is not a shared Internet
connection. I've removed all the spyware- there is no firewall - he is using
IE6 on WinXP- the pop up blocker is not enabled and there are no viruses.
I've tried the suggestion about the MTU setting at
http://www.annoyances.org/exec/show/article04-107 as the ping command was
showing a fragmentation error when I pinged the ISP name server. I've tried
setting up a new user account on the PC but the error is still there. I've
tried 2 known good Hotmail username / password combinations and the error is
still there. I've tried connecting to a different ISP and the problem is
still there. Thanks in advance for any advice.
