XP Home won't shut down!

When I go to Start, Turn off Computer, the shut down
window pops up, but the Standby option is not lit. When I
click Shut Down, it says "Windows is now shutting down,
saving your settings, etc... But instead of turning the
computer off, it reboots. Any ideas?
