XP Home on laptop -- shutdown problem

One other problem I'm having...when I power down my Averatec laptop, it
won't completely power down. It gets as far as the welcome screen, then
stops. I've looked in the Power options, but shutdown isn't an option.
Another problem with the laptop is that the fan shuts off as soon as I
boot into windows, then it'll shut off during the session. Again, I can't
find any settings for the fan in power, so I'm not sure if it's a hardware
problem or a Windows thing.
