XP Home clean install / Rebooting

I have a new system that I bought as a barebones kit from TigerDirect.
Whenever I go to install Windows XP home editions SP 2 it gets past all
the driver install then when it goes to Starting Windows the computer
just shuts off. Any ideas? I have tried reseating the memory. No luck
though.

This sounds more like a hardware issue then setup issue. Sounds like
it is overheating. Try running the computer with the cover off and use
a fan on it. Does it get further?

I would agree with you except for the fact that it happens at the same
spot every single time. As soon as it load the setup driver then goes
to the Starting Windows Screen it just crashes.

That's different. You said it turned off, not crashed. Try tapping
the F8 key on the reboot and pick "do not automatically restart on
system failure". Then give us the crash message.

I would except this is the first time installing the OS on a new
computer F8 dosn't do anything. When I talk about the starting windows
screen I mean the blue installation screen down on the bottom left it
says Starting OS the screen glitches for a sec then it just crashes /
Automatically shuts off and does the same thing every time. I cannot
get to the EULA or the Partitions Screens.

Remove an extranous cards like sound, NIC, etc and try it again. Then
add them back after the setup completes.
