XP Home administrator login rejected

When I attempt to login as "administrator" I get a message telling me
that the login is rejected because of account policy. I am sure I am
using the correct password because I can login using the Recovery
Console with that password.

Can anyone tell me why Home won't let me login as administrator at
all?

XP home is not the same animal as XP Pro. You cannot manage "Built-in Accounts", like Administrator, in the same way. You will probably only be able to use the Administrator account in Recovery Console. Best thing would probably be to make another Administrator account and name it something else. Only login with that account when installing software, etc. Create your limited account and login with that account for everyday use
