XP freezing

Hello

I bought a brand new system a month ago (spareing little
expense on components)but have been able to do virtually
nothing with it due to crashes. It went into the shop to
resolve some problems which seem to be fixed, but I have
one large one now.

The problem is that I cannot do anything with my files!
Whether they are located on DVD-R or hardrive, anytime I
attempt to move, copy, cut, delete a folder Win XP will
freeze!

I suspect I need to somehow use the "scandisk" function
or something like that to remove drive / directory
errors, but this does not seem to be a part of Win XP the
way it was in Win 98.

What can I do?
 
System file checker:
start, run, type in: sfc /scannow
(have xp cd handy)

Check Disk(scan disk):
right click drive, properties, tools, error checking.

If that doesn't help try booting to the xp cd and doing a repair install.
