I have to keep turning on the windows firewall after most reboots..Not all of
them. I checked for a virus and spyware and all checked out good. I use AVG
antivirus and Spyware DR.

Get a "second opinion" on possible virus/spyware infestations by doing
a free online scan at one of the following sites:
Bit Defender http://www.bitdefender.com/scan8/ie.html
Trend Micro http://housecall.trendmicro.com
Kaspersky Online Scanner http://www.kaspersky.com/virusscanner
Panda ActiveScan http://www.pandasoftware.com/activescan
WindowSecurity.com TrojanScan http://windowssecurity.com/trojanscan
Webroot http://www.webroot.com/

No antivirus or antispyware product is 100% effective all of the time.
Therefore it is worthwhile to get the occasional second opinion from a
different software product, especially when the computer is exhibiting
some abnormal behavior such as yours is.

Good luck
