After Installing SP2 Cannot Turn On Firewall

I have just installed SP2 and I cannot turn on my firewall. I have ran AVG
and Windows Defender and they have found no viruses or spyware. Both programs
are update to date. The firewall used to work but now I cannot turn it on.
When I go to turn it on I get a notification saying that "We're Sorry but
windows cannot turn on the firewall." I have looked in Administrative
controls under control panel and made sure all the services that were needed
were running and they were. I have searched the forums before and I did the
prescribed steps. (example reset the winsock, and verified that all windows
files were correct and not corrupt)
The only difference is once I reset the the winsock/tcpip settings and
restart the computer the firewall says its on for about 2 minutes and then it
turns off and I cannot turn it on.

Are my security settings preventing this? Because I dont believe it is a
virus/spyware related issue?

Any help would be greatly appreciated, Matt

Some possibilities:
Do you have other firewall like Zone Alarm , Kerio , Norton , McAfee
,Kaspersky .......?
If you have something like that ,it is disabling Windows Firewall.

Your computer is not clean.Windows Defender is BETA product and I wouldn't
trust it nor I trust AVG.Scan with McAfee's command line scanner , Ad-Aware
SE Personal and SpyBot S&D.
Perform systematically the *fast* malware removal instructions in my web-site
http://pandaman.my.contact.bg

Then , if this doesn't fix the problem :

1.Uninstall SP2 from Add/Remove programs
2.Make sure your computer is malware free
3.Remove Windows Defender
4.Do a repair install of Windows
You could try running the System File Checker (sfc.exe),
this will scan all protected Windows files to verify their versions have not
been overwritten or damaged,
and if so will replace the compromised version with a fresh copy.

To run it, click Start->Run and type
sfc.exe /scannow

Make sure you keep handy your Windows CD/Recovery CD which you received when
you bought your
Windows / computer because you'll need it to do the repair.

5. Reinstall SP2
