firewall upon startup

good day,

my firewall status icon gives's me a waring during startup "firewall is
tunred off" altough I never turn it off. after checking the settings,
everything is set to be on, it seems to work "normal"
I use nod32 antivirus, not the internet security.

is there any known glitch or what so ever?

I have same problem vista and one care i can have one care fix it and every
restart its turned back off and windows security center for firwall doesnt
recognize that one care is turned on and in control.Since windows last big
tuesday update.waiting for help reply from them, so i havent tried to
reinstall one care.
