firewall turns on and off

Recently I keep getting a popup in the system tray indicating "your computer
might be at risk. No firewall is turned on." However, when I click on the
popup it takes me to the security center and the firewall is off, and then
turns back on by itself within seconds. This popup occurs 1-2 times per
hour. This just started within the last couple of weeks. No new
hardware/software. No new programs. No viruses. No spyware. Any
suggestions as to:

1. Why is this happening?
2. Is my computer at risk if the firewall keeps turning off and on by itself?

Any help would be greatly appreciated.

Thanks for the response. I downloaded and ran the Kaspersky scanner. There
were no viruses and no malware. The problem is ongoing. Any other

Still have the problem -- why didn't system restore work? I would think
that would have taken care of the problem if it worked.

Still have the problem -- why didn't system restore work?

Did you do the suggested steps ? What happened when you ran
netsh firewall show state verbose=enable ?

Go to Start > Run
type in

cmd
Click OK

Copy the following command

rundll32 setupapi,InstallHinfSection Ndi-Steelhead 132
%windir%\inf\netrass.inf

At the Command Prompt, right click the blinking cursor, select Paste
Press Enter
Restart the system

Open a Command Prompt once more
At the Command Prompt type in

netsh firewall reset

Press Enter
Restart the system

Thanks again for responding so quickly. I've done everything so far and
still have the problem. I did notice this "pop-up" occurs exactly 16 minutes
past every hour - I'm not sure if that means anything or not, but it's
strange that it occurs once per hour at exactly the same time.

You're mowst welcome.

I did notice this "pop-up" occurs exactly 16 minutes
past every hour - I'm not sure if that means anything or not, but it's
strange that it occurs once per hour at exactly the same time.

Good observation, Donna. Go to Start > Settings > Control Panel
Open Scheduled Tasks and check to see if anything is scheduled to run at
16 past the hour.
If none are listed, close Scheduled Tasks.
Open the SchedLgU.Txt located in the WINDOWS directory (folder).
Copy and paste it into your reply, please.

Good observation, Donna. Go to Start > Settings > Control Panel
Open Scheduled Tasks and check to see if anything is scheduled to run at
16 past the hour.
If none are listed, close Scheduled Tasks.
Open the SchedLgU.Txt located in the WINDOWS directory (folder).
Copy and paste it into your reply, please.

completed successfully, according to Symantec.
Is NAV part of Norton Internet Security and, if yes, which version, please ?

Good observation, Donna. Go to Start > Settings > Control Panel
Open Scheduled Tasks and check to see if anything is scheduled to run at
16 past the hour.
If none are listed, close Scheduled Tasks.
Open the SchedLgU.Txt located in the WINDOWS directory (folder).
Copy and paste it into your reply, please.

At the Command Prompt, right click the blinking cursor, select Paste
Press Enter
Restart the system

Open a Command Prompt once more

NAV is the most *likely* culprit here. It may have damaged or reset
WMI's ( Windows Management Instrumentation ) Startup type.
Right click My Computer either on the Desktop or the Start Menu and
choose Manage.
Expand the Services and Applications listing.
Click on Services.
In the right frame, look for Windows Management Instrumentation
Double click it.
It should be running.
The Startup type should be set to Automatic
If not, change the setting and click the Start button.
Click Apply, OK.
Close the Computer Management console.

If that's not the cause of the issue, or WMI becomes disabled again, we
could attempt to repair it, although NAV may damage it again.

It would behoove you to dump NAV 2003 as it is outdated and does not
protect the system as well as more recent versions of AVs do.
Not to mention "issues" that arise from it being installed on the system
in the first place.

Thanks. The startup type was set to automatic. I'll take your advice and
dump NAV 2003 and get 2006. Let's hope that takes care of the problem.

I installed NAV 2006 and it suggests turning off the Windows firewall. Is
that safe and something I should do? Your help has been GREATLY
appreciated!! Thank you so much!!

WMI's ( Windows Management Instrumentation ) Startup type.
Right click My Computer either on the Desktop or the Start Menu and
choose Manage.
Expand the Services and Applications listing.
Click on Services.
In the right frame, look for Windows Management Instrumentation
Double click it.
It should be running.
The Startup type should be set to Automatic
If not, change the setting and click the Start button.
Click Apply, OK.
Close the Computer Management console.

If that's not the cause of the issue, or WMI becomes disabled again, we
could attempt to repair it, although NAV may damage it again.
It would behoove you to dump NAV 2003 as it is outdated and does not
protect the system as well as more recent versions of AVs do.
Not to mention "issues" that arise from it being installed on the system
in the first place.

If it's the only firewall between the system and the internet, yes.
If you're on a home network with a router that has a hardware firewall,
no. Use the native Windows Firewall in conjunction with the hardware
firewall.

I installed NAV 2006 and it suggests turning off the Windows firewall. Is

NAV is the most *likely* culprit here. It may have damaged or reset
WMI's ( Windows Management Instrumentation ) Startup type.
Right click My Computer either on the Desktop or the Start Menu and
choose Manage.
Expand the Services and Applications listing.
Click on Services.
In the right frame, look for Windows Management Instrumentation
Double click it.
It should be running.
The Startup type should be set to Automatic
If not, change the setting and click the Start button.
Click Apply, OK.
Close the Computer Management console.

If that's not the cause of the issue, or WMI becomes disabled again, we
could attempt to repair it, although NAV may damage it again.
It would behoove you to dump NAV 2003 as it is outdated and does not
protect the system as well as more recent versions of AVs do.
Not to mention "issues" that arise from it being installed on the system
in the first place.
