How to turn off Windows Firewall?

So even though I have Windows Firewall turned off, and ZoneAlarm turned
on, I still keep getting popups saying that Windows Firewall has blocked
certain programs (that act as servers). Of course I unblock them.
But why do I get those popups when Windows Firewall is turned off? What
is there about "off" that Microsoft doesn't understand? Or that I don't?

In my understanding of "off", when a feature is turned off, I should not
see any more activity or reports of it performing actions without my
request, the first request of which should have to be to turn it back on.

that sounds like"security center" .....even turning the FW off still leaves
some things on :>

goto control panel>security center and tell it you will monitor the firewall
yourself...got rid of my popups :>

The alert says "Windows Firewall", and it is supposed to be turned off.

I've already told it I will monitor the firewall myself.... I still get
the alerts, though.
