XP Fax program and cable modem

Is it possible to use the XP fax program with a cable modem since there is
not a phone number assoicated with the cable. I was told by Time Warner
cable that it was possible, but I haven't figured out how.

You need a modem that has fax capability. It is possible to send a fax via
the internet, just not with the hardware and software you have. The fax over
internet usually involves using a fax service.
