XP Fax - Can't Send

Can't send XP faxes. If I use the wizard with cover page, faxes are never
sent or even shown in the outbox or sent folder. It's like they simply
disappear. If I send without the coverpage, the fax will go. What gives
here? It doesn't matter what program I fax from and I am using the print to
fax. The modem works fine, the event log contains nothing. The location is
set ok. The only other thing I can think of may be the scanner software,
but I uninstalled it all. I re-installed the XP's fax as well. Still no
dice. Ideas?
