XP does not fully load

I attempted to install a driver and new hardware. It failed. I now have a
problem with XP not fully loading.

When I power up, everything works fine until XP begins to load the taskbar /
start menu ... the taskbar does not appear and my hard drive keeps working
but taskbar never loads and XP never fully loads beyond displaying my
wallpaper. Everything up to that point is fine.

I have gone into Safe Mode and did:

1. Disk defragmentation
2. Scan disk for errors / repair
3. Check that my hard drive is working
4. I have restored the previous restore point

RESULT: my computer in safe mode states that my hard drive is working
properly; scan disk does not report any errors. And when I click on hard
drive to look at properties (again in safe mode) it says my hard drive is
working properly.

But I still cannot get Windows XP to fully load in normal mode. It seems to
get stuck at loading the taskbar / start menu stage. Works fine in safe mode.

DO I NEED TO HAVE THE REGISTER LOOKED AT?
DO I NEED TO RE-INSTALL MY XP OPERATION SYSTEM?

I was attempting to install hardware called: Freecom DVB-T USB Stick which
will allow me to watch TV on my laptop. It is a small USB stick which
receives digital TV signals. The driver is the driver which comes on the
installation CD for thie Freecom DVB-T USB Stick.

The laptop is a two-year-old Toshiba Qosmio G20. Only after the failed
attempt to install the hardware/driver did I look in the users guide which
stated not to try to install other TV viewing devices.
