explorer.exe at 100% on startup

On start up windows loads to the main screen but then
freezes.
The mouse still moves but when over the taskbar the
eggtimer appears.
No programs can be loaded but before windows fully loads
task manager can be started and this indicates
explorer.exe running at 100% cpu.
In safe mode everything works fine (for safe mode)
