Someone configured your other computers to require the use of Ctrl + Alt + Del
either through a group policy setting or the alternate User Account applet.
On the new computer, go to Control Panel and open up the Administrative Tools
folder.
Double click on Local Security Policy.
In the Local Security Settings console, click on the + sign next to Local
Policies.
Click on Security Options.
In the right hand pane, double click on Interactive logon: Do not require CTRL +
ALT + DEL.
Select Disabled in the box that pops up.
Click OK and close the Local Security Settings console.
Now see what happens when you lock this computer.
Note: You can accomplish the same goal by using any of the following procedures.
Option 1. Go to Start -> Run and enter control userpasswords2 in the Open box.
Click OK.
In User Accounts, click on the Advance tab.
In the Secure logon box, put a check mark in the box next to Require users to
press Ctrl + Alt + Delete
Option 2. Go to Start -> Run and enter gpedit.msc in the Open box.
Click OK.
In the Group Policy console, click on the + sign next to Windows Settings under
Computer Configuration
Click on the + sign next to Security Settings.
Click on the + sign next to Local Policies.
Click on Security Options.
Right click on Interactive logon: Do not Require CTRL + ALT + DEL.
Select Disabled.
Option 3. Go to Start -> Run and enter regedit in the Open box.
Click OK.
Navigate to this registry key.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system
In the right hand pane, create a new DWORD Value named DisableCAD set to 0.
