Xp boots to Explorer opened to C:\windows\system

I have two new Dell workstations that were ghosted from an
ealier image derrived from Dell's OEM XP. On the original
Image, I ran sysprep and did the reseal. On boot up on the
new machines, I go through the iniital setup and am never
prompted for the reg. code. The machine boots up OK and
has windows explorer opened to C:\windows\system. I cannot
find anything in the start up folder except a line that
references the sysprep folder with factory.exe -logon. If
I uncheck this, the above condition does not exist.

What should I do to resolve this?

For backup before doing this simple regedit:

1) Set a System Restore Point
2) Export the registry key.
