sysprep -reseal -mini XP SP2c

We have started receiving XP SP2c with the new COA and I went throught the
same image creation process as I did with the plain XP SP2 until a had an
image I was prepared to sysprep -reseal -mini just as I did the last time.

I used the TechNet OEM COA MVF4D-W774K-MC4VM-QY6XY-R38TB during the creation
phase when the install asked for a COA and it took it. I did all my
modification following my notes and installed everything I needed. Finally I
was ready to sysprep

Placed the sysprep folder in the root of the C: and ran the sysprep GUI
selecting only mini and click on reseal.

When I fired up the image to proof it the entire boot up sequence was
different than before and it did not ask for an activation key which is where
the final COA from the sticker on the machine used to be entered. Instead
this time it rebooted and came up asking for a PW (something new) even though
the image booted without asking for a PW. Everything had changed.

So I went into activate manually and entered the never-before used COA and
it came back and said the COA had been avtivated to many times already?!?!?

So I am here looking for answers.

To eliminate anything I did after installing XP SP2c I did a fresh install on
the PC in question and made NO modifications before doing the sysprep and it
is SP2c that has changed how this works using the TechNet OEM special COA
MVF4D-W774K-MC4VM-QY6XY-R38TB during the install.
