XP and Win98se ICS and Network problem

I am attempting to network a winxp as a host and a
win98se as a client and share an internet connection. I
have a Bellsouth DSL modem connected via USB. (which
means I can't use a router). Currently I have the two
computers connected using a crossover cable. Each
computer can see itself but not the other. I have
enabled ICS on the host. Internet Connection sharing
does not work. Any suggestions? any help is appreciated.
