Xp and 98 - compatible in network?

I have 3 XP computers and 3 Win98 computers connected via
two hubs. I can share files among the Win 98 computers
and share files among the Win XP computers, but I cannot
share between the 98 and XP computers. I've tried
everything I could think of:
Checked the wiring
Checked the hubs
Restarted the machines
Renamed the machines
Ran networking wizard (on xp machine) and then ran the
subsequent network setup disks on the 98 machines

I don't understand what could be wrong. In fact, they
were all networked until we had a power surge. None of
the hardware was harmed by the surge and all the hardware
is functioning fine.

Any ideas? How can I fix this?

I assume that the hubs are connected to each other through an uplink
port. Are you sure that the uplink port is enabled and working?

What happens if you move a computer from one hub to the other? Does
that computer's network behavior change?
