XP Activation Problem

I recently reformatted my HDD and reinstalled WinXP. Now
evertime I startup XP I receive the "Activation Required"
message even though I did the activation during the
install. I figured "No problem... I'll just reactivate
again". Unfortunatly... when I try to activate... I
receive the message saying I am already activated.

1. I have tried manually running activation by doing a Run
line command oobe/msoobe /a. This only gives me the same
message that I am already activated.
2. I just completed a repair install hoping it would force
me to reactivate XP but I was never prompted to activate.
3. I deleted the WPA.* files in the system32 folder hoping
this would force an activation but no go.

Any ideas on how I can force an activation or disable the
message telling me to activate... to break me out of this
activation loop I'm caught in?
Would calling the activation center do any good? (Would
they have a solution? I'm not sure how technically skilled
those activation reps are).

Any help would be deeply appreciated since I really don't
want to reformat/reinstall again from scratch.

Possible Resolution:

Boot into "Safe Mode" by pressing (F8) during a reboot.

Go to Start > Run and type: regsvr32 regwizc.dll , and hit enter.
Then go again to Start > Run and type: regsvr32 licdll.dll , and hit enter again.

Apparently, and I can't say how, the above files became unregistered.
