writing emails in Japanese

I need help trying to send emails written in Japanese. I can write in
Japanese characters when I'm writing out the email, I have already set up the
languages in the control panel settings. So as I'm writing the email, I see
the Japanese characters. But when I send off the email, the recepient
doesn't see Japanese characters, rather some odd chracters such as this

ã“ã«ã¡ã‚Â

I've sent emails to my other account to check and it has the same problems.
How can I fix this problem? thanks
