Word 2007 failing to "Keep with next"

I'd like to think I know how to use styles but I'm stuck now.

Scene:
The document is a 13-page script of a focus group with alternate
paragraphs in Heading 2 (just 1 letter in a paragraph, says which
person spoke) and Normal (what they said). There is occasionally a
paragraph in Qoute style after the Normal paragraph.

Example:

I think Word is great.

Problem:
On a few occasions, the heading stays at the end of one page while the
text jumps to the next one.
I have checked for:
- Normal and Quote having KWN 'on' - it's off and Word should have no
trouble breaking the pages
- empty paragraphs between Heading and Normal

Has there been any development on the issue? I have checked all the
possibilities in the discussions above.

Can you think of a better way to format a script? Using a table?
Keeping the letter that designates the speaker in the same paragrpah,
like this?

Do you have "Keep lines together" checked in the paragraphs that move
to the next page?

Hi and thanks for responding.
In fact, I just came up with the idea to check for that today. I did
have that ticked and I switched it off but with no effect.
To sum up, my headings have "keep with next" ticked and my "normal"
has everything switched off.
Any more ideas?
