won't run after installing

Program won't start after running. Tried to uninstall and
reinstall. Running on clean install on Win 2000 SP4. The
program is running in the background and in the system
tray, but when I try to start it, the mouse changes to a
busy symbol (hourglass) for a fraction of a second, then
goes back to the pointer. The gcasDtServ file is running
in the background in case you were wondering.

Checked the error logs and most looked like this:

On one of my systems it takes 5 to 10 minutes to start up, how long does
hang for on yours? If you leave it will eventually start.
