No, it doesn't work that way. You can't have a default program
for reading attachments. You have a default program (called an
association) for reading each file of a certain file type (the
extension, or last three characters of the file name, after the
dot).
So if you get a .txt file as an attachment (or any other way),
you can set the default for reading that type of file to Notepad,
Wordpad, or any other program that knows how to read a text file.
But if you have a .jpg file (again, gotten as an attachment, or
any other way) neither Notepad or Wordpad would have any idea
what to do with it, and you need to open it with a graphics
program.
To set these association, right-click on a file of the type you
want change the association for, and choose "Open with." Choose
the program you want to ue, and check the box "Always use this
program..."
