WISPTIS.EXE ?

WISPTIS.EXE (MS Tablet PC Platform Component) arbitrarily loads, and
places itself in the prefetch folder, etc. -- I don't have a Tablet PC,
nor do I try to communicate with one.

I don't see any particular service which calls this program.

Do I need this? If not, how do I prevent Windows from loading it?
