WinXP stops to raise the taskbar

From time to time, the WinXP stops to raise the taskbar (when the cursor
down on the screen) and severely slows down its reactions to the clicks.
(The cursor on the screen is moving normally.) Ctrl + Alt + Del runs Task
Manager, but (contrary to expectations) does not show 100% of the CPU load
(usually 5 - 10%, sometimes - 25 - 30%). Only restarting can change the
situation. A check by the avast antivirus program and the Malwarebytes'
Anti-Malware does not detect anything wrong.
What could be this behavior causing? How can I be saved from this
deficiency?"
