A way to stop the taskbar flashing?

Is there a way to make the task icon on my taskbar NOT flash blue when it
wants my attention?

I use autohide on the taskbar and like it to stay hidden until I need it.
But there are times that Windows thinks I need to activate an inactive
window, and so it raises the taskbar into view and blue-flashes the window's
icon. Not only does this interrupt my work, but many times attention is not
really warranted. It might be just that I have IE in full screen and when I
swap to another window, the taskbar raises and flashes the IE icon.

Anyway, I'd rather not be bugged with an alert I don't need and one that
gets in my way. So, I'd love it if there's a way I can disable that
nuisance.

You can do this with TweakUI.
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx
After installing, open TweakUI > expand (+) General > Focus > check 'Prevent
taskbar from stealing focus', OK. You may have to close your browser to
enable settings.
