Registry "ForegroundFlashCount" = 1, yet OCS window flashes repeat

I would like to set up my XP Pro machine at work so that when I get a new
Microsoft Office Communicator Server (OCS) 2007 (Version 2.0.6362.36)
message, the tab in the taskbar flashes once and then turns navy blue. But I
went into regedit and changed "ForegroundFlashCount" = 1 within
"HKEY_CURRENT_USER\Control Panel\Desktop" and rebooted. Then when I opened
OCS and somebody sent me a message, the tab in the taskbar flashed about 10
times before turning navy blue.

I was able to get the tab in the taskbar to work as expected with an Outlook
calendar reminder. I could not get it to flash for PowerPoint (using a
Scheduled Task) or Internet Explorer (by loading a slow page and switching to
another window), but it seems like since Outlook worked as expected that the
registry value had been set. Does anybody know why OCS is behaving this way?
